Os insumos foram reunidos pelo Ministério da Saúde e pelo Ministério do Desenvolvimento Agrário, comandados por Alexandre Padilha e Paulo Teixeira, respectivamente. O governo afirma que as doações não afetam o abastecimento interno.
A iniciativa ocorre em meio ao agravamento da crise na ilha, onde a população convive com longos apagões, falta de alimentos e deterioração das condições de vida — fruto do modelo econômico centralizado e da condução do regime.
