O decreto também faz com que os fornecedores do município reservem 10% da capacidade total de armazenamento para garantir o atendimento a saúde, educação, social, segurança pública, bombeiros e defesa civil. Também estão dispensados de licitação os contratos de aquisição de bens necessários às atividades de resposta à situação de emergência.
Também fica autorizada a mobilização de todos os todos os órgãos municipais para atuarem sob aorganização da Coordenadoria Municipal de Defesa Civil. O decreto tem vigência até a publicação de um novo decreto quando a situação de desabastecimento estiver controlada ou pelo prazo de até 180 dias.
O decreto considerou a necessidade em manter os serviços públicos em funcionamento e como o desabastecimento afetam os serviços prestados à população. O documento foi assinado pelo prefeito de Pinhalzinho, Alessandro Beltrame (PP).
