A ONU propôs um plano de emergência para Cuba que inclui o fornecimento de combustível, como parte das discussões com os Estados Unidos sobre a autorização de importações para fins humanitários, informou nesta quarta-feira o coordenador das Nações Unidas na ilha, Francisco Pichón.
O presidente americano, Donald Trump, impôs um embargo petroleiro de fato a Cuba em janeiro, o que agravou a crise energética e econômica na ilha.
Segundo Pichón, o plano, de US$ 94,1 milhões, visa a manter os serviços essenciais em funcionamento para a população mais vulnerável e "salvar vidas". "Se a situação atual continuar e as reservas de combustível do país se esgotarem, tememos uma deterioração rápida, com possível perda de vidas", declarou.
"A viabilidade e implementação deste plano de ação dependem, obviamente, de soluções em matéria de combustível", destacou o funcionário. A ONU negocia com Washington para permitir a entrada de combustível com fins humanitários.
Pichón explicou que o plano de ação e um "modelo de rastreabilidade de combustível" estavam sendo propostos "como instrumentos para tentar alcançar um acordo, uma via para ter acesso ao combustível". "Todas as soluções estão sendo consideradas, incluindo a colaboração com o setor não estatal."
No mês passado, Washington flexibilizou levemente o embargo, para permitir a venda de petróleo ao pequeno setor privado cubano.
O plano da ONU é uma ampliação de sua resposta ao furacão Melissa, que atingiu Cuba em outubro, para incluir o impacto humanitário da crise de energia.
