Natural de Ibiúna (SP), Márcio Elias Rosa tem carreira consolidada no setor público. É doutor em Direito do Estado pela PUC-SP, foi procurador-geral de Justiça de São Paulo por dois mandatos e também secretário estadual da Justiça entre 2015 e 2018
