O Ministério Público de São Paulo (MPSP) trabalha com a previsão de concluir, em até 90 dias, as investigações da Operação Carbono Oculto — esquema bilionário de lavagem de dinheiro do Primeiro Comando da Capital (PCC) no setor de combustíveis e na Faria Lima.
A apuração, conduzida no âmbito de um Procedimento Investigatório Criminal (PIC) aberto desde 2024, deve resultar em uma lista de ao menos 30 a 40 denunciados.
O caso corre sob sigilo. A investigação ainda enfrenta pendências de perícias e é considerada de alta complexidade.
Entre os alvos estão os empresários Mohamad Hussein Mourad, o "Primo", e Roberto Augusto Leme da Silva, o "Beto Louco" — ambos foragidos.
Deflagrada em agosto do ano passado, a Carbono Oculto mirou cerca de 350 alvos, entre pessoas físicas e jurídicas, e é tratada como a maior ofensiva já realizada no país contra o crime organizado.
Segundo as investigações, uma rede de 1.200 postos movimentou mais de R$ 52 bilhões entre 2020 e 2024, mas recolheu apenas R$ 90 milhões em impostos — o equivalente a 0,17%.
Para lavar o dinheiro, o grupo teria recorrido a 40 fundos com patrimônio estimado em R$ 30 bilhões, operados por agentes do mercado financeiro na Faria Lima.
Como mostrou o Metrópoles, os dois empresários negociam acordos de colaboração com o MPSP. À época, o procurador-geral de Justiça afirmou que a investigação alcançou não apenas empresários, mas também agentes públicos e, eventualmente, políticos.

A Carbono Oculto não está isolada. A investigação se conecta a outras frentes abertas no setor de combustíveis, especialmente à Operação Tank.
A coluna mostrou, em 26 de março, que o caso chegou a ser enviado à Justiça Estadual do Paraná, o que esvaziaria a atuação do Ministério Público Federal (MPF) e da Polícia Federal (PF).
À época, a 14ª Vara Federal de Curitiba afirmou que o envio à instância comum ocorreu sob o entendimento de que os crimes investigados não teriam relação com o tráfico internacional — o que afastaria a competência federal.
No entanto, a decisão foi revertida pelo Tribunal Regional Federal da 4ª Região (TRF-4), que manteve o caso na esfera federal.
