O Congresso será amigo do povo?
Mas tudo ainda está em ritmo lento: comissões a meio vapor, plenários esvaziados e muitos parlamentares fora de Brasília. Nos corredores, predominavam vereadores, prefeitos e políticos locais, em romaria por gabinetes, pressionando por emendas para seus currais eleitorais.
Talvez você tenha lido por aí que a abertura do ano legislativo de 2026 veio embalada por um discurso otimista: Congresso e Planalto "mais alinhados", diálogo reaberto, pautas populares no radar. Na superfície, realmente há sinais que autorizam alguma esperança. A MP do Gás do Povo, que beneficia milhões de brasileiros, andou rápido. Até o fim da escala 6×1 deve entrar na pauta.
Mas basta olhar um pouco além do discurso para perceber que, mais uma vez, o Congresso não vai entrar em funcionamento para enfrentar as desigualdades que estruturam o país, mas para administrar seus próprios interesses e proteger seus privilégios.
Congresso inimigo do povo
Não é preciso muito esforço de memória para lembrar o que foi 2025. Um Congresso empenhado em pautas que atacaram direitos, que enfraqueceram o combate aos atos golpistas de 8 de Janeiro e consolidaram o sequestro do orçamento por meio das emendas parlamentares. Não à toa, a palavra de ordem "Congresso inimigo do povo" foi a campanha mais bem-sucedida da esquerda em muitos anos.
O símbolo máximo foi o PL da Dosimetria, aprovado no apagar das luzes do ano passado para aliviar penas de condenados por tentativa de golpe, uma afronta direta à democracia e às vítimas da violência política.
Ao mesmo tempo, o orçamento público foi cada vez mais capturado por interesses locais, eleitorais e opacos, num arranjo que destrói a capacidade do Estado de planejar políticas públicas de longo prazo.
