A governadora Raquel Lyra (PSD) fez, nesta quinta-feira (16), um apelo à Assembleia Legislativa de Pernambuco (Alepe) para que a margem de remanejamento solicitada seja aprovada para ter o orçamento "em sua plenitude".
No dia 31 de março, a Lei Orçamentária Anual (LOA) de 2026, foi aprovada mas segue travada em meio a um impasse político entre governo e oposição.
Durante coletiva de imprensa após o evento que marcou a autorização para início de obras de lotes da Adutora do Agreste, a gestora destacou que a aprovação do orçamento é mais urgente do que as disputas políticas em curso.
"Queria fazer um apelo à Assembleia Legislativa para que paute o orçamento público e finalmente a gente consiga tê-lo em sua plenitude. Isso é o mais importante nesse momento, do que qualquer discussão menor", afirmou.
O pedido ocorre em meio ao embate sobre o percentual de remanejamento de recursos. O governo defende uma margem de até 20%, enquanto a oposição aprovou, na Comissão de Finanças, o limite de 10% por órgão. Após idas e vindas, a LOA acabou sendo aprovada sem qualquer margem automática de remanejamento, o que pode dificultar a execução orçamentária do Estado.
Em discurso durante evento que marcou a autorização de obras da Adutora do Agreste, Raquel voltou a criticar a demora na tramitação. Segundo ela, o atraso não atinge o governo, mas a população. "Nós temos travado batalhas enormes na Assembleia Legislativa. Chega no plenário, a gente ganha a maioria, não tenho dúvida nenhuma. Mas é uma demora. Pernambuco tem pressa", disse.
A governadora também ressaltou que o Estado é o único do país que ainda não aprovou o orçamento de forma completa. "Quando vem uma demora como essa para votar o orçamento, ela não impacta a mim, impacta as pessoas", completou.
Nos bastidores, o impasse é visto como uma disputa política entre Executivo e Legislativo. Apesar das tensões, Raquel Lyra evitou ampliar conflitos com a base aliada.
Questionada sobre declarações recentes envolvendo integrantes do PP, a governadora afirmou que mantém a articulação política. "Nós fazemos política com convergência e eu quero agradecer a todos os deputados da nossa base. Todos os projetos que a gente manda para a Assembleia Legislativa têm sido aprovados", declarou.

A governadora também comentou, de forma breve, a Operação Draft, deflagrada pela Polícia Civil, que investiga um suposto esquema de "rachadinha" e funcionários fantasmas na Alepe. Um dos alvos, o ex-deputado Leonardo Dias, foi exonerado de cargo no governo estadual.
Raquel afirmou que não interfere nas investigações e reforçou a autonomia das forças de segurança. "A polícia tem cumprido seu papel. Peço que qualquer informação adicional seja dada pela própria Secretaria de Defesa Social. Eu não dirijo essas operações, não participo delas", disse.
A operação apura desvios que podem chegar a R$ 6 milhões entre 2015 e 2024, envolvendo também o ex-deputado Romário Dias. Foram cumpridos mandados de busca e apreensão no Recife, Olinda e Jaboatão dos Guararapes.
