De acordo com o advogado, Lulinha esclareceu a viagem "de forma absolutamente espontânea e voluntária ao próprio ministro André Mendonça", que está conduzindo o inquérito sobre as irregularidades que ocorreram ao redor do escândalo do Instituto Nacional do Seguro Social (INSS).
"O Fábio protocolou uma petição e explicou ao ministro, que hoje eu tive a oportunidade de explicar à população de um modo geral", afirmou Carvalho. "E foi uma viagem a convite de uma empresa que, na verdade, extrai canabidiol em áreas rurais de Portugal."
O advogado destaca que Lulinha "tinha curiosidade de conhecer essa empresa e a extração de canabidiol", mas que "dessa visita, não teve nenhum desdobramento, seja no âmbito pessoal ou profissional."

A defesa afirmou que Lulinha não recebeu nenhum dinheiro desviado de aposentadorias e pensões do INSS. Ainda conforme o advogado, Lulinha não se envolveu com qualquer esquema de irregularidades.
