Lula sanctions Public Transport Legal Framework with vetoes to gratuities

President Luiz Inácio Lula da Silva yesterday (14) sanctioned Law No. 15.432/2026, which establishes the Legal Framework for Collective Public Transport, but vetoed sections that obligated states and municipalities to fully fund gratuities and fare discounts. The measure opens the way for zero-fare discussion by authorizing new funding sources, such as advertising, commercial space exploitation, and resources from Cide Combustíveis — a federal tax levied on petroleum and derivatives.

According to a Presidential statement, the vetoes aimed to "preserve fiscal sustainability and avoid impacts on existing gratuity policies," removing provisions that "could generate expenses without resource forecasting and put benefits already granted to the population at risk." Also vetoed were mandatory toll exemptions for buses on state and municipal highways and the mandatory allocation of 60% of Cide Combustíveis resources to urban areas.
