3. What we don't know yet (4)
  • What specific normative instrument (ordinance, resolution, amended public notice) formalized the deadline extension, and who signed the act?

Why it's still unknown: Consulted sources mention that the amendment to the public notice was published in the Official Gazette, but do not cite number, publication date in the DOU, or specific signing authority (Inep president, Minister of Education). Attempt to locate the document in the DOU was not performed by research agents.

  • How many non-exempt candidates had pending payments as of June 17, and what is the historical volume of payments in the final days of the deadline in previous Enem editions?

Why it's still unknown: No source reported adherence statistics or volume of paid versus pending registrations. It is not possible to determine whether the extension responds to pent-up demand, operational problems (portal down, slowness), or is a routine schedule adjustment. Inep data on payment volumes per day were not disclosed.

  • Did MEC or Inep publicly justify the need for the deadline extension — was there a technical failure, demand higher than expected, or was it a preventive administrative decision?

Why it's still unknown: Sources report only the announcement of the extension, without official statement about the reason. It is unclear whether the measure responds to an identified problem or is a planned schedule adjustment.

  • What is the percentage of exempt versus non-exempt candidates in recent Enem editions, and how did the Pé-de-Meia program change this distribution in 2026?

Why it's still unknown: Sources list exemption profiles but do not quantify the impact. Inep historical data on the proportion of paying versus exempt enrollees were not mentioned in the articles.
