Energy Minister Alexandre Silveira announced Tuesday (9) that he will submit to the National Energy Policy Council (CNPE) a proposal to raise the mandatory ethanol blend in gasoline from the current 30% to 32%. The decision should be made at a council meeting scheduled for the next 15 days, according to the minister.

The proposal meets demands from the biofuels sector presented at a meeting at the Planalto Palace with President Luiz Inácio Lula da Silva. "We know we can go up to E35, but the necessary technical studies to advance the blend allow us to go up to E32," said Silveira, without specifying which studies or their conclusions.

The president of the Sugar Cane and Bioenergy Industry Union (Unica), Evandro Gussi, stated that "today, a liter of ethanol costs on average R$ 2.40 less than a liter of gasoline" and that increasing the blend would bring equivalent savings to consumers. According to Gussi, the 32% blend was already tested during E30 implementation in June 2025.

The minister projected that E32 will avoid importing 450 million liters of gasoline per year, part of the government's "energy security" and "decarbonization" agenda. Bioenergia Brasil president Mário Campos estimated an increase of more than 4 billion liters of ethanol in 2026 production.

3. What we don't know yet (3)
  • What are the specific technical studies that justify the E32 limit?

Why it's still unknown: The minister cited "necessary technical studies" but did not disclose the formal names, dates, responsible institutions or conclusions of these studies.

  • What is the automakers' technical position on E32 compatibility?

Why it's still unknown: Attempts to locate statements from Anfavea and manufacturers about technical certification, engine compatibility and warranty implications found no results — search conducted June 10, one day after government announcement.

  • Are there objections from distributors, gas stations or consumer protection organizations?

Why it's still unknown: Press coverage focused on government statements and biofuel industry support — no contrary positions from other affected stakeholders were located.
